François VanHoutte was with the Royal Canadian Mounted Police for 25 years. During these years with the federal police force he was assigned to several operational tasks ranging from patrol officer to major crime related to drug investigations. He was also:
Regular member of the emergency response team (ERT)
Trained by the British SAS (special air service)
Member of the RCMP anti-terrorist units, Hostage and Rescue Program HARP (1981), and the Special Emergency Response Team (SERT / 1986)) as an assault team leader and sniper
Coordinator / instructor at the Canadian Police College where he developed and implemented the Officer Safety course and high risk police intervention, for drug investigators all across the country.
Retired in 1999, he showed an interest for the private security sector. From 2001 until summer of 2009 he was Director for BEST Security in the Outaouais region, a Montreal based security agency, which specialized in special events and security management.
From 2004 until 2012, he thought at la Cité Collégiale College in Ottawa, for the security management department, where he trained students on access control and detection systems as well as various other courses related to corporate security.
François Van Houtte is a recognized expert witness in the field of “use of force and firearms” and has testified in court to this effect on 9 occasions in the past 12 years, either for prosecution or defence with a 100% rate of success.
Francois founded Executive Response international in 2005, a security based agency licensed in Ontario and Quebec, offering security consulting services for corporate security professionals as well as investigations expertise and guards services.
